Government Universities: Vice-chancellors of universities do not come to the programs. Hence the invention is not achieved. It is the success of universities that startups compete internationally despite limited resources. However, there is no transfer of knowledge in universities. By removing the pressure of other work on the professors, they can give more attention to the students.
